Wikipedia says: “noise-canceling headphones, are headphones that reduce unwanted ambient sounds using active noise control. … Noise cancellation makes it possible to listen to audio content without raising the volume excessively. It can also help a passenger sleep in a noisy vehicle such as an airliner.”
So noise-canceling ear muffs will actively reduce the outside sounds and allow you to listen to white noise, or the music of your choice at lower volumes
When it come to a difficult task silence is very important, according to studies conducted by scientists. Without anything to distract us, we are more likely to recall information for a longer period of time.

After a good night’s sleep, our brain is much fresher and is the sharpest during the day, which is why studying at night is not recommended.
